Penalty for guessing wrong

Does the game penalize you if you've already lost an entire continent and you guess wrong? Say, you guess Argentina, and both Brazil and Argentina have already left the project? Admittedly not too applicable, because at most you can only lose two continents (one of which would need to be South or North America or Africa) before filling up the Doom Tracker, but worth knowing for completeness. If the game doesn't penalize you for a guessing wrong on a already-lost continent, this could shave 1-2 missions off your covert op time. Arrow Quivershaft 15:50, 9 December 2013 (EST)

Hm, so if I'm reading it right, between 6 and 24 days after a scan will a new cell appear (but a scan won't give a positive until/after day 7), but if let run wild, EXALT will start a new operation every 3 days, take 5 days to do it, then (either way) cells hide in two to five days (so: let wild, a new anti-XCOM op every week and half-ish, two if you just scan, and 2.5-3 if you scan and do an op)... up to 10 cells can exist? Damn! Hm... More likely a cell will be in non-covered countries (at least after Stealth Sats is finished in the Foundry) on continents that don't have any withdrawls, and 4-panic, but LESS in 5-panic.
