Following my investiagtion of the kidnappings, I have uncovered similar cases spanning back at least five years, perhaps even more, regarding unreported "dissapearances" and unexplained accidents in rural areas, where the few remains found had ... unusual mutilations. While one might dismiss these reports to hikers getting lost in the woods and savage animal attacks, the timeframe shows a clear pattern that cannot be ignored. The common tie between these cases is that at the time of the dissapearances, local reports also include strange lights. While we can't deny the possibility of Russian involvement in these cases, I cannot help but feel that there is something more to these events.

While your years of service are commendable, and we on the Board trust your judgement, we do not see justification in giving your pet project additional funds at this time, especially in light of the massive spending and reacourses you've sunk into it. Literally. A hole in [REDACTED]?
While the Soviet Union certainly has eyes on the United States, the battle to come will be fought across the seas and on foreign lands, and we feel that spending so many resources preparing for a supposed invasion is a misalocation of said resources. In the meeting to come, I will make the motion to remove soldiers and personel from the continental States, and have them stationed abroad.

If you are reading this, then you have sucessfully brought the device of unknown make to the research facility at Groom Range, Nevada, and are sitting across from me in a helicopter, on your way into a new program I have decided to move into full activation.
Recent events have led me to belive that a massive invasion of unprecidented scale will soon occur on American soil. I need agents like you, with a history of getting things done, and a precident of quick thinking on the field, to make the program a success.
