What's the range of how many civilians spawn during a terror mission? This should be in the article...personally, I've seen as many as 16, and as few as a single survivor. Arrow Quivershaft 00:33, 20 October 2007 (PDT)

See this post at the StrategyCore forums. The number of civilians on a terror mission is between 0 and 16. One of these days I really want to extend the count to something like 20000 sites to nail down the percentages, but the 2000 data set should suffice for now.
