It's been theorized by people other than myself that originally, injured agents did not go on medical leave for a time dependent on injuries. Based on 217/x0D9 in ENGLISH.DAT, they were instead retired from active duty by their injuries. Considering the level of damage a plasma weapon deals, it's not hard to imagine it blowing someone's arm or leg off, and a crippled soldier is of only marginal use in battle, whether it be by a standard military or X-COM. Such a crippled soldier would be a score negative for X-COM, because wounded soldiers shows a lack of strategic and tactical planning by the officers(at least, as far as the funding nations figure). This feature was, obviously, removed. Likely because it would've made the game several times harder than it already is when even the best, strongest veteran with 100 Psi Stregth and 115 Psi Skill would be retired from duty by being clipped for 3 damage by a Plasma Pistol.
