The number of base locations available to X-Com varies according to the difficulty level.

On the city maps, yellow coloured buildings are Government Warehouses whereas red denotes Government Slums. A building's (for a new base which is located underground) cost depends on the physical size of the top-side structure.
Note: The above-ground structure is always owned by the Government. The underground location of the X-Com base is selected when LMB clicking on the top-side building. The government owned building is susceptible to infestation and infiltration!

Layout Name Cost Area Map Location Cost/Area

Warehouse Three $30,000 36 East $834
Apoc base4.png
Warehouse Four $48,000 29 North $1,656

Warehouse Seven $40,000 24 Northeast $1,667

Warehouse Nine $50,000 32 Northeast $1,563
Apoc base1.png
Dickens Estate $112,000 32 North $3,500
Apoc base2.png
Heavenly Towers $96,000 24 East $4,000

Notes

Warehouse Four is the best building available because of cost, space, base defense and hit resistance, with Warehouse Seven as a second choice.

Easy Difficulty

Easy Cityscape
Layout Name Cost Area Map Location Cost/Area
Apoc base8.png
Warehouse One $70,000 22 Northeast $3,182
Apoc base1.png
Warehouse Two $30,000 32 Northeast $938
Apoc base9.png
Warehouse Six $30,000 24 East $1,250

Warehouse Nine $30,000 24 North $1,250
Apoc base6.png
Bakunin Block $80,000 24 Center $3,333
Apoc base7.png
Heavenly Towers $84,000 28 Center $3,000

Notes

Warehouses Two and Six are the best buys for their cost, space, base defense and hit resistance. Slum space is expensive for its price.

Medium Difficulty

Medium Cityscape
Layout Name Cost Area Map Location Cost/Area
Apoc base5.png
Warehouse One $70,000 32 Southwest $2,188
Apoc base11.png
Warehouse Three $40,000 20 South $2,000
Apoc base4.png
Warehouse Six $96,000 29 Southeast $3,310
Apoc base12.png
Warehouse Seven $70,000 32 East $2,188
Apoc base9.png
Campesino Apartments $50,000 24 Center $2,083
Apoc base3.png
Hades Block $48,000 36 Northeast $1,333
Apoc base10.png
Oliver Twist Block $70,000 24 South $2,917

Notes

Hades Block is an ideal choice for a second base, as it has the most space, the second-lowest price tag, and while located in a slum, tends to be close to dimension gates and UFO spawning. 35 units of available space mean all the advanced labs you could want to build.

Warehouse Six is the best available real estate for defense and hit resistance, if you can spare the money for its price tag.

The Campesino Apartments might be interesting if you don't mind the possibility of a unlucky stray shot hitting the wrong spot of the building and killing all personnel.

Warehouse Three is the cheapest and has good space for several large facilities, but has the least space for expansion, limiting the scope of functions that this base can contain at any given time.

Hard Difficulty

Hard Cityscape
Layout Name Cost Area Map Location Cost/Area
Apoc base8.png
Warehouse One $72,000 22 Northeast $3,273
Apoc base7.png
Warehouse Five $84,000 28 Southeast $3,000
Apoc base12.png
Warehouse Six $48,000 32 Southeast $1,500
Apoc base14.png
Warehouse Eight $72,000 27 South $2,667
Apoc base13.png
Campesino Apartments $50,000 32 Northwest $1,563
Apoc base8.png
Chronos Block $72,000 22 Northwest $3,273
Apoc base5.png
Hades Block $112,000 32 Center $3,500

Notes

Warehouse Eight is a very interesting option because of its defense chokepoints. Warehouse Six has the biggest area and the smallest price but will require more Security Stations to protect it from raids.

Superhuman Difficulty

Warehouse One $56,000 32 Northwest $1,750

Warehouse Eleven $32,000 22 East $1,455
Apoc base5.png

Apoc base13.png
Thomas More Tower $80,000 32 Center $2,500
Apoc base15.png
Grimoire Block $80,000 28 Southeast $2,857

Notes

When starting a new Superhuman campaign, Warehouse Two is one of the most common of the possible starting points.

Warehouses Eight and Ten are the best options. Thomas More Tower should be avoided at all costs, as it is structurally unsound (a single hit to its own foundations, or even the foundations of the adjacent George Orwell Block, will cause the entire building to collapse).

Warehouses Ten and Eleven are adjacent to one another.
