Lightning Cannon (Bureau)

Endgame Spoiler: If you do not use Dr Weir in the final mission (and more importantly, go rescue him), he will be in battle wielding the Lightning Cannon. Otherwise, it does not seem to be availible in-game, save for an 'easter egg' testing of a prototype in the Lab.
