Compared to vanilla XCOM Enemy Unknown/Within, the Officer Training School has changed dramatically. Many of the vanilla upgrades have been removed and instead replaced with Officer training programs.
In addition, upgrades are unlocked based on the total ranks of living Soldiers during the game, instead of the vanilla requirements of a single soldier at a specific rank.

Each Officer rank requires a minimum Soldier rank. In addition, the Soldier must have completed at least 5 missions since the last promotion (3 with the "Not So Long War" second wave option).
Psionic Soldiers, MEC Troopers and S.H.I.V.s cannot be promoted to Officers, and Officers cannot discover or develop Psionic abilities or be augmented into MEC Troopers.
