The population of Mega-Primus is very varied. Here is an overview of the different characters you may find in the streets of the city.

Megapol Officer

Megapol police officers are armed with Megapol Armor and are responsible for enforcing law and order on the city. Since they are also well armed they would be of a great help during Battlescape but unfortunately they will never be present when X-COM is reacting to alien alerts at their buildings.

The only way to meet (and fight) officers in combat is if Megapol has turned hostile towards X-COM or if X-COM is conducting raids on their buildings.

Cult Member

They appear during raids on their temples and during their retaliations against X-COM's bases. Due to the cult's general hostile attitude towards X-COM it will be very likely for both sides to engage in raids since raiding their temples can be very profitous (and dangerous) to X-COM.

Cult members are heavily armed and will retaliate with whom they see as a threat to them and their alien allies. They equip themselves from the beginning with the lastest weaponry, including missile launchers like the Heavy Launcher and the Minilauncher. Later in the game they'll switch to Devastator Cannons, Personal Disruptor Shields, Vortex Mines and even Dimension Missile Launchers.

Gang Member

These are the troops of Psyke, Diablo and Osiron and will appear on missions on their Slums if the gang that owns the building is hostile to X-COM. They will also shown up on Base Defense missions.

Like cultists, gang members are also dangerous. Their slums are packed with shock troopers equipped with the biggest weapons around and they'll regularly engage in raids against other organizations.

Security Guard

These compose the security forces employed by the Government and all major legal corporations and organizations. They will not be heavily armed and usually are more of a nuisance than a real threat, although there can always be nasty surprises.

Civilian

Civilians will be found on every Mega-Primus mission that involves an alien search on a building. They won't take cover, they will run as if in panic without a direction and the aliens don't bother about killing them (Brainsucker food?).

Due this X-COM soldiers need to be careful to prevent civilian casualties on the battlefield, since any deaths will result on negative points added to the mission score.
