From time to time countries may request assistance. For example, here Australia requested 4 Laser Pistols within 20 days for a reward of §165. This may motivate players to keep a few extra units of items in store or to change their current manufacturing depending on the value of the offered reward.
Typically, any items that are sent to the requesting country are not available for XCOM to use for research purposes or for missions. A notable exception, however, is the request for a satellite. A country which asks for a satellite is asking you to actually launch one to monitor your territory. XCOM retains control of the satellite as well, which means all of the monthly funding, extra scientists and/or engineers, as well as potentially triggering the continent bonus if you have enough coverage!
