The resistance ring is facility, which you can build, if you have the War of the Chosen DLC. It enables you to dispatch soldiers on covert missions. It can be upgraded to allow additional squad to be sent. Also you can staff an engineer, who is going to reduce duration of covert missions by 33%. The resistance ring is one of the facilities, which you need to build in order to progress the story line.
