Hm, the bit about relations affecting the number of recruits sounds like a rumour to me. Has anyone actually verified this? Otherwise I'd suggest replacing the text with something like "some players have reported that relations with the Grav Ball League seem to affect the number of Human recruits available to X-COM, but this is difficult to verify".
