Can soldiers only be revived when it gives you a message telling you that they're unconscious?

No, you can revive them any time after they are unconscious. The game does not always pop up a "Soldier X has become unconscious" message. Spike 13:54, 15 October 2008 (CDT)

Is there any way to cure or prevent berserk (I guess mind control), or panic, or anything like that?

Either enemy Psionics or just normal Morale failure can cause these same effects (Berserk, Panic). You need to keep Morale high. Pick soldiers with high Bravery. Avoid getting people killed, particularly your leaders - keep your higher ranks toward the back and don't take risks with them. If someone freaks out in a battle, fire them or leave them on base guard duty.
