Is it possible to mind control civilians and use them as scouts/ decoys?
Yes, indeed, you can! But...
You have to remember that civilians lost to mind control OR unconciousness count a grand total of 0 points on the end-of-mission-tally. Basically you've lost the positive or negative score. Not a bad compromise, mind you.
Although you might be better off mind controlling an alien - or spending another month of training (for a 0 - 16 point * (current psi skill / 100) bonus) to get to a point where you can actually use psionics to earn more skill and eventually total domination of your enemies.

0-16? I've never seen 0 before... except maybe in already maxed out soldiers. You sure about that one?
BTW, unless I'm SORELY mistaken, each successful mind control attempt or other psi attack helps gain you psi skill. Like shooting and accuracy stat.
Successful Psi Attacks
Successful psi attacks add to the chance of a soldier getting improved:
psi skill, strength, TUs, energy, Health
I've got a post on the xcomufo forums that lists what actions raise what stats. The findings in that are going to be assimilated into this. I spent too much time experimenting and digging into the game files to let it go to waste! Hah!
As for the psi values earned per month - well, I guess it could be a 1 instead of 0.
Psi-skill earned in battle on the other hand does indeed start with a 0. The max on the other hand is 8 or 10 - which is of course adjusted by the percent of skill you already have (and by how much effort you put into the battle this percentage modifier I have not yet figured out, except that 20 successful uses seems to be the upper limit for when you're almost maxed out - but again that needs to be verified).
