This short file contains the following information, all stored in two byte numeric fields.

Score earned by completing research projects in January increase the value at Offset 24 (0x18) as you complete them, then at the end of the month this value is also increased (by 400 in one example, couldnt find any obvious correlating value to explain that amount yet). Presumably it is something you are scoring that is non location specific, but not sure what exactly (finances at end of month is a possibility).
