This file is created in the MISSDAT folder when a new combat is initiated. It uses the same format as UNITREF.DAT and UNIREF2.DAT - however, it only stores as many records as are required for the units that it contains (hence the filesize will be 124 bytes multiplied by the record count). It (presumably) has a limit of 80 units, and the tactical game engine uses it when generating the new playing field.
If you attack a UFO that was gunned down, when combat begins the power supply of the craft may explode - killing a few aliens perhaps. Nevertheless those aliens will still be recorded as alive in this file, as they are not killed until combat has actually began.
