:Same thing, isn't it? My soldier was 70 Will, Mind Fray had 30% chance against Elite EXALT, their article says got 80 will (I guess on Normal), plus 10 makes 90. - There is difference - If alien's will is increased, they'll have increased chance to psi attacks. Or if it is just difficulty penalty, their psi attack chance will remain as same.
