Council Requests (Long War)
Requests
Requests come from random council countries that haven't left the XCOM project. Having fewer or more council countries has no effect on the overall rate at which you receive requests. They generally require certain conditions be completed before they can be unlocked, mainly the completion of specific research.
Requests trigger every 36-72 hours.
Each item the council can request is normally equally likely to be selected as any other; the more items you fulfill the requirements for, the less likely any one specific item will be requested. That said, each item the council can request has a special cooldown associated with it that prevents the game from repeatedly asking for the same thing unless there are no other alternatives. The first time you complete a request, it goes on cooldown for 40 days. Each subsequent time you complete a request, it goes on cooldown for 10 days. An item with an active request cooldown will only be selected if there are no other requests with an active cooldown, however if no valid requests are available and no identical request of its kind (same country, same request), it can be selected.
Rewards
Soldier rewards are normally ranked Corporal by default, but can upgrade to Sergeant in the following circumstances
- Corporal by Default
- Sergeant if Month > 11 (i.e. February and onwards) and Country Defense > 50
If a request would provide Scientist or Engineer requests as a reward, but XCOM has > 120 of them, there is a 33% chance to convert the reward to soldiers and a 33% chance to convert it cash instead. Use the following formula to compute the cash value offered in the exchange, where "base reward" is the minimum number of scientists/engineers the request offered and "sale price" is the value the item sells for on the grey market.
- Cash Reward = (Sale Price + base reward) x 1.25 x qty requested
All regular cash rewards listed in this article chart are also derived from the above formula, where "base reward" for regular cash rewards defaults to 2.
Panic Reduction rewards always apply -20 Panic to the target country.
Country Defense
Every country has a Defense rating (shown by the shield icon in the Situation Room) that ranges from 0 to 100. Every time a request is completed for a country, its Defense rating increases by +10.
This rating has two effects:
- A country has a Defense% chance to reduce panic from any source by half
- A country has a Defense% / 2 chance to interfere with UFOs attempting to hunt down the satellite in the country, preventing them from locating and destroying the satellite.
