The Psionic Lab is where you assess your soldiers for "the Gift" of psionic potential. It can handle three soldiers at once; assessment takes ten days. Once you've assessed a soldier they have no further use for this facility - further psionic abilities are unlocked through successful psionic attacks in the field.
