Empirically: training only cuts in at midnight (I've tested this by running the game at 4x through various hour marks including the 4-hour cutpoints mentioned in Wong's guide). Other parts appear to be correct, but I haven't done exhaustive testing -- Zaimoni, 18:43 Nov 10 2009 CST

The medical bay also updates at midnight - which is also the point where a lot of city-wide updates occur. The vehicle repair bay on the other hand breaks this rule and has frequent updates throughout the day.
It might be worth creating a page that notes the various update points that happen during a week. Such as buildings getting repaired, UFO respawning, pay comes in, random city events being rolled, new recruits randomly added/removed, market stock refreshed, training/healing times, etc. -NKF 23:52, 10 November 2009 (EST)

Formula for psionics training incorrect

The formula given for psionics training, %chance = 100 - 3*(current - starting), is manifestly incorrect. According to this formula, hybrids' chances should zero out before 75 psi-attack and psi-defence (highest starting psi-attack for a hybrid is 40; 75 - 40 = 35; 35*3 = 105), but training them into the 90s is empirically possible. My guess would be something like 100 - 100/3 * (current/starting) or 100 - 50 * (improvement/starting) as this would naturally give a cap of current = 3 * starting, but I honestly don't know. I do know that the formula currently in there is straight garbage.
