If you didn't have to worry about turning, the sonic pistol would be a good earlier option for someone with 103+ accuracy. That gets you two 100% aimed shots while kneeling. So I got down to some serious theorycrafting recently and something jumped out at me.
Specifically, the Sonic-Blasta Rifle ties the Sonic Cannon at 100% accurate kneeling snap fire for firing accuracy of 116+.
