I think it was turned into a template because Transcluding a page had the problem that its contents wouldn't always update when the source page is updated until you force a page refresh, but changes to a template would show up immediately. - When the only tool you have is a hammer, every problem start to look like a nail! Actually, this was one of the earliest templates to be experimented with on this wiki.
