The modules slots are filled with modules which should be removed except one of each. The cargo and bio-transport modules have unlimited capacity. Passenger modules and small shields are optimal when used as an agent transporter since this craft has a small physical appearance.
X-Com must recover and research an Alien Transporter before this is possible to construct.
